Nobis Engineering, Inc. was awarded a 5-year comprehensive construction management contract by the U.S. Army Corps of Engineers, New England District, to provide Munitions and Explosives of Concern (MEC) and related construction management support during ongoing environmental investigation, remediation, and restoration projects at the Massachusetts Military Reservation (MMR).
MMR, a 21,000 acre military training facility located in the upper western portion Cape Cod, is located over the recharge area of a sole source aquifer supplying drinking water for the Upper Cape. Nobis continues to provide construction management support to the USACE as part of this study to ensure both short-term and long-term environmental investigations and cleanups are accomplished at MMR.Nobis provided a full-time on-site UXO Safety Officer and senior-level UXO Technician support to the USACE New England District South Central Resident Office to provide UXO safety and quality assurance oversight of multiple UXO removal contractors and UXO investigation activities including conducting UXO quality assurance/safety inspections; observing UXO surveys, removals, and “blow in place” activities, field management and coordination to ensure all USACE and MMR range control safety practices and requirements are achieved, review and approval of UXO work plan and safety plan submittals; field schedule review/analysis; and miscellaneous technical support.
Nobis is also providing project engineering and management support for various soil and groundwater investigation activities at ranges and firing positions. Activities have included groundwater profiling and screening for rapid site characterization, subsurface geophysical characterization and munitions clearance at training and Department of Defense (DOD) contractor testing ranges, soil investigations, Rapid Response Actions to remove contaminated soil and eliminate threats to groundwater, coordination for testing remotely operated construction and munitions clearance equipment, and management of a pilot/demonstration project using specially trained canines to identify buried munitions or propellant burn pits.
Nobis also provided full-time Construction QA/Safety Inspector support during ongoing UXO material treatment/disposal at the on-site mobile detonation chamber at MMR.
