Nobis teamed with Winn Development, a Boston-based national developer of multi-family properties, for this $20 million mill renovation in the heart of Lowell National Historic Park located at East Boott Cotton Mills along the Merrimack River in downtown Lowell, Massachusetts.
The urban complex contains mills built from the mid-1830s to the early 20th century, reflecting the early use of water power, steam power and electric power. The project entails converting 215,000 square feet of the former East Boott Cotton Mills building to 154-units of affordable housing units.
Nobis provided the civil engineering services from the pre-acquisition phase through the construction phase. Nobis’ responsibilities included the base flood elevation determination, preparing utility design, leading the local, state and federal permitting process including receiving a MADEP sewer connection permit, addressing potential flooding issues due to the proximity of the Merrimack River, preparing site layout, grading and hardscape plans including parking reconfiguration, and attending weekly construction meetings representing the owner.
The mixed-income residential units were completed in spring of 2005.
