Nobis was part of Walsh Construction’s design-build team to assist VOA Associates and the U.S. Navy to design-build a bachelor enlisted quarters facility at the Portsmouth Naval Shipyard in Kittery, Maine. Nobis performed civil site design and permitting for a 120-man residential building for enlisted personnel. Nobis’ team supervised project engineers in the preparation of site layout and grading, on-site design of utilities including water supply, sanitary sewer, storm sewer, steam, electric, and telephone services, and the preparation of construction drawings and specifications. Nobis was also responsible for attending design-build team meetings including Department of the Navy meetings, and prepared local and state permit applications.

The facility features a four-story, U-shaped building with extensive landscaping and sitework to facilitate a green courtyard in the center of the structure. Complete with recreation facilities, a computer lab, storage rooms, an athletic training room and office space, the new quarters houses 198 Navy personnel. The project sitework amenities include tennis courts, a playground, a pavilion structure and parking facilities for 144 vehicles.
