Summary of Awarded Delivery Orders
EPA Brownfield Targeted Site Assessments
As a team subcontractor to Tetra Tech NUS, Inc. since 1996 under a 10-year US EPA Region I Response Action Contract (RAC).
To date Nobis has been directly involved in supporting more than 30 different EPA work assignments and more than 60 sites providing support that has including Site Inspections, Brownfield Targeted Site Assessments, Hazard Ranking System evaluations, Engineering Evaluations/Cost Analyses (EE/CA), Remedial Investigations, Feasibility Studies (RI/FS), and comprehensive Remedial Action support.Region I RAC Program/Project Management Experience. Nobis has prepared multiple RAC Work Plans and Detailed Cost Estimates; prepared more than 100 Region I RAC cost report and voucher submittals using EPA's "RACMIS" systems; and executed more than 125 RAC work assignment modifications. Nobis' RAC Conflict of Interest (COI) and Quality Management Plans have been prepared, approved and implemented. Nobis Project Managers have prepared more than 100 EPA RAC project submittals including QAPPs, Health & Safety Plans, Progress Reports, and RAC Fund Lead, Oversight and OTA technical submittals.
Region I Enforcement Support. Managed and completed 4 different long-term EPA Region I RAC Enforcement Support assignments and received EPA Region I performance rating of “Exceeds” or Outstanding” on each (Laurel Park, CT, RA Oversight; Burgess Brothers, VT RA Oversight; Hows Corner, ME, RI/FS and RD Oversight).
Eastern Surplus Site, Meddybemps, ME. Provided extensive Fund Lead support to EPA and TetraTech NUS at this site under 6 different Region I RAC work assignments since 1999 including RI, EE/CA, NTCRA, RD, RA, and LTRA activities. Highlights include developing an analytical results database and GIS for more than 200,000 groundwater, soil, and air sample records during the EE/CA; authoring portions of the RI/FS documents; and assessing bedrock and overburden groundwater flow characteristics and plume geometry. Also provided multiple sampling teams for numerous field events using EPA’s protocols.
Region I Site Inspections & Site Reassessments. Conducted more than 30 SI and SR projects for Region I since 2002 for TetraTech NUS and EPA in all 6 New England States. All SI and SR activities met EPA’s Hazard Ranking System (HRS) criteria for potential NPL sites. Conducted on-site reconnaissance; identification of sources and receptors; site owner interviews; EPA, State, and local file reviews; sampling and RI tasks; and preparation of SI HRS Packages, SR Memorandums, and other EPA submittals. Nobis also provided Environmental Indicator Checklists for multiple RCRA-deferred CERCLA sites for EPA’s Site Assessment and RCRA staff and State regulators.
