Nobis (as Huron Consulting), under contract to Global Engineering Solutions, is providing civil engineering services for the design of a new stand-alone, 123,000 square foot, three-story parking garage at the northwest corner of the existing Veterans Affairs Medical Center in Washington, DC. The garage will comprise a below ground structure and an at-grade parking deck with 440+ new spaces and will include access control gates, security surveillance with cameras on every level, sprinklers, fire alarm, emergency telephones on every level, and receptacles for emergency gear.

Pedestrian entry will incorporate a public space, such as a courtyard and possible covered canopy, to enhance the first impression of arriving visitors and reduce the stress of the hospital visit.

Nobis' services included a traffic analysis, utilities, sidewalk, landscaping, lighting, erosion and sediment control including permitting through the DC Department of Consumer and Regulatory Affairs, stormwater management, and construction administration. Water and sewer connection plans were in accordance with DCWASA.  

Both water quality and quantity control for stormwater management will be accomplished through underground storage pipes and pre-manufactured BMPs. Nobis prepared a stormwater pollution prevention plan for submittal of a Notice of Intent and filed it with the U.S. Environmental Protection Agency as is required in the District for a land disturbance of more than one acre.

A water reclamation component is included in the overall stormwater management system in the form of an underground cistern and pump system to be used to irrigate landscaping.

The design and construction of the new parking garage is in coordination with the Master Plan of Development for the National Capital Planning Commission as well as a new boiler plant that will be constructed.
